You can attach djvu files to a paper by clicking the paperclip and then the “Attach supplementary PDF or other files” link.

We have no current plans for supporting djvu beyond this level. PDFs are the defacto standard in the industry and I am at least not aware of any major publishers which distribute their papers as djvu files but not as PDF files.
