Citing policy guidelines?

I frequently want to add policy guideline documents from various professional organizations to my Paperpile, but I haven’t found the perfect way to categorize these yet. I access them via websites, but they’re not really websites. They haven’t been peer-reviewed or published in journals or presented at conferences, and they’re not really “technical reports.” They’re also not “unpublished,” because they’re clearly distribitued by these organizations. I guess they’re “miscellaneous,” but I wish there were a better category.

Thanks for positing. We are planning to add the subtype “Guideline” to the item type “Report”. Citation requirements seem similar for guidelines and reports, so that seems like a good fit.
