Welcome to our forum, @Bob_Adler! That jumble of numbers is the ID assigned automatically by Google Chrome when using the browser’s viewer. A proper title should appear when downloading from our our beta PDF viewer with annotations, which you can activate via the top right corner of your library by clicking your email > Settings > Browser Integration > PDF Viewer and selecting ‘Viewer with annotations (beta)’.
There is also an advanced Drive sync configuration dialog which enables you to customize how files are named and synced to Drive.
